Austin, TX has a similar Commissioners' meeting room with a large window to the sidewalk. People walking past would see the proceedings. It might be something to consider for Lakeland.

Commissioner Malless, I was thinking that it might be possible to build an open dome structure over Lake Beulah and put a 10 story building on top. That might solve the problem (kidding). Where is HUD on that project?
