Two questions:

1. What legal entity is responsible for repairing that pothole?  The City of Lakeland, the State of Florida, or the business owner?

2. If my car's undercarriage was damaged, which entity or entities are appropriate to sue?

As of 10/26/2016, the pothole was fixed!
